Cong -TRS Merger Creates Sensation Part -1

The state administration has formulated a proposal for the merger of the housing department with the urban development (UD) department. Officials said this would improve urban planning. The move comes even as the Centre is considering the merger of ministry of housing and urban poverty alleviation with the ministry of urban development.

Experts have long maintained that efficient town planning cannot happen by segregating the housing wing.

As per the state proposal, which is expected to be tabled before the cabinet soon,the UD department will have three branches (it has two currently) after the merger. Housing and town planning issues will be handled by one branch, another will be in charge of various central and state schemes, while the third will take care of issues related to urban local bodies and administration.Chief minister Prithviraj Chavan said a decision was yet to be taken on the matter, but refused to comment further.

Two IAS officers are in charge of all UD affairs presently, while another IAS officer is in charge of the housing department. While there could be a slight change in their work profile in the new set-up proposed, all the three posts have been retained. The staff working in both the departments will also be accommodated.

Chief minister Prithviraj Chavan (Cong) holds the portfolio of cabinet minister for both departments, whereas Bhaskar Jadhav and Sachin Ahir, both NCP, are ministers of state for UD and housing respectively. Political pundits however said that no change was likely at the ministerial level either. When Chavan was asked on the merger plan, he said that a decision was yet to be taken in this regard and refused to disclose more. Officials said that the proposal has been ratified by the two departments.

Remarks from various departments, including finance and planning, will now be taken, following which the proposal would be tabled before the state cabinet.
