The Telangana Rashtra Samiti and the Telangana Joint Action Committee have reacted cautiously to the issuance of notification for recruitment of sub-inspectors of police without deletion of Clause 14F from the Presidential Order on the zonal system. Though the TRS and the TJAC are opposed to recruitments without the controversy being resolved, they want to give enough time to the state and the Centre to have the clause deleted to make Hyderabad a part of Zone VI. At present, the state capital is a free zone and any candidate from anywhere in the state can apply for jobs in the police department in Hyderabad.

There are two reasons for the guarded reaction. The TRS believes that the Congress leadership at the Centre will get round to deletion of the clause as a mollification measure since the TRS is demanding creation of Telangana state. The other reason is that the TRS received flak that it had harmed the interests of Telangana students last year when it obstructed holding of the written examination for SI recruitments and it does not want to repeat the mistake.

TRS leader and legislator KT Rama Rao is categorical that his party will not allow the written examination if held without deleting� Clause 14F. “There is still time. The written examination is scheduled for August 13 and 14. We have information that the Congress leadership is serious about deletion of the clause.”

Rama Rao thinks that if the party announces any programme against conduct of the examination, there is a risk of students thinking that it will harm their interests. “In fact, we want to benefit them. This time we will step in only when we are doubly sure that Clause 14F will not be deleted,” he said.

The free zone issue has been hanging fire for quite a long time and this was the issue on which KCR went on a hunger strike in 2009 which forced the Centre to make the historic December 9 statement. Though the state Assembly passed a resolution and sent it to the Centre, it has not got around to deletion of the clause. Telangana Congress leaders and even the chief minister made a representation to the Union home minister for deletion of the clause.

When SI recruitment was sought to be made in November last, there was opposition to it from the TRS. Then chief minister Rosaiah had to put it off after the Congress high command had directed him against conducting the test in view of the law and order problem.
